Dimitris C. Kaliampakos, President  (Greece)

Mr. Dimitris Kaliampakos is a professor in Environmental Mining and the Director of the Laboratory of Mining and Environmental Technology located at the National Technical University of Athens (NTUA). He is also Member of the Board of Directors in the Lavrion Technological and Cultural Park and consultant in Mining Enterprises and in Environmental Protection since more than 20 years.  Until now he published more than 170 papers and co-authored 3 books  in international peer-reviewed Journals and Conferences Proceedings. He was the President of the Organizing Committee of the 11th International Conference of ACUUS, held in Athens in 2007. He was elected Vice President of ACUUS in 2007, President in 2013, and re-elected President in 2016.

 Peng Fang Le, Vice-President  (China) 

Prof. Peng had a B.Eng and a MSc in Civil Engineering at the Tongji University (Shanghai), then in 2000, he obtained a Ph.D. in Civil Engineering at the Tokyo University, Department of Civil Engineering. From 2001-2004, he was Chief Research Engineer, Technical Development Division, at the Shiraishi Corp. in Tokyo. Since 2004, he is Professor at the Research Center for Underground Space, Tongji University. He is the author of 2 books and more than 200 technical papers related to utilization and development of urban underground space, geomechanics and trenchless technology. At the last election, he was elected Director for Asia and Vice-President of ACUUS.  

Sanja Zlatanic

Sanja Zlatanic, Director for the Americas (USA) and Secretary General

Mrs. Sanja Zlatanic serves as HNTB’s vice president and chief tunnel engineer. With 25 years of experience in the industry of tunnels and complex underground structures, she has been carrying a forefront leadership role in multitude of mega transportation projects nationwide and internationally. Recently, Mrs. Zlatanic has been tasked with independent design verification of the Istanbul Strait Road Crossing Tunnel project, and with a role on an expert review panel overseeing the design of Seattle’s Alaskan Way Tunnel project. Sanja Zlatanic also has authored numerous articles, chaired conference sessions and made presentations on the design and construction of tunnels and underground facilities at various tunneling conferences.

She is the Secretary General of ACUUS since 2013. 

 ZhouZhou Yingxin, Director for Asia (Singapore)

Dr. Yingxin Zhou is Senior Principal Engineer and Head of Cavern Facilities & Rock Engineering with the Defence Science & Technology Agency (DSTA), and Adjunct Associate Professor at the Nanyang Technological University, Singapore. Dr. Zhou is Vice President for Asia of the International Society for Rock Mechanics (ISRM). Dr. Zhou serves as a member of the Editorial Board for the International Journal of Tunnelling & Underground Space Technology, and for the International Journal of Mining and Mineral Engineering.

He was the President of the Organizing Committee of the the 14th World Conference of ACUUS held in Singapore in November 2012. He was Vice-President of ACUUS from 2013 to 2016, and at the last election, he was re-elected Director for Asia. 

Takayuki Kishii

Takayuki Kishii, Director for Asia (Japan)

Since 1992,  Professor Kishii is teaching at the Dept. of Civil Engineering, College of Science & Technology, NIHON Univ. Before, from 1977-1992, he was Senior Deputy Director of Planning Division at the Ministry of Construction (MOC). He is member of “The Japan Society of Civil Engineers” and of the “Architectural Institute of Japan. He was President of “The City Planning Institute of Japan, Chairperson of the Committee on Underground Space Research  of the City Planning Committee of Kawasaki City, Chairperson of the of the Landscape Committee in Tokyo Prefecture,  Professional Member of City Planning Central Committee, M.O.C. and Member of City Planning Committee in Koshigaya-City.  At the last election, he was re-elected Director for Asia. 

Evasio Lavagno

Evasio Lavagno, Director for Europe (Italy)

Mr. Evasio Lavagno is professor at Politecnico di Torino with teaching activities in graduate and post-graduate courses at the Energy School of the Engineering Faculty. He was Dean of the Energy School from 1993 to 2003. He is also Director of the Italian Branch of the European post-Graduate Master in Energy, Technology and Environment and Director of the Energy Analysis and Modelling Laboratory (LAME). From 2000 to 2007, Prof. Lavagno was Vice-president of ACUUS and at the last election, he was re-elected Director for Europe. He was the President of the Organizing Committee of the the 9th International Conference of ACUUS held in Torino in November 2002. 


 Sergey Alpatov 

Sergey Alpatov, Director for Europe (Russia)

Sergey Alpatov started his career in 1980 in Lenmetrostroy (the organization responsible for construction of underground railway sections). He worked as General Director of the geodesy and mine surveying enterprise Metrospetsstroy and as General Director of MIST Corporation ("Metro Investitsii Stroitelstvo" – "Metro Investment Construction"). Since 2008, Sergey Alpatov has been the Director General of the non-profit partnership Association of Underground Builders and of the Union of Builders of Underground Structures, Industrial and Civil Construction, the Deputy Chairman of the Committee for Development of Underground Space of the National Association of Builders of Russia, a member of the Board of the Russian Tunneling Association, and President of the Russian Society for Trenchless Technology. At the last election, he was re-elected Director for Europe. He was also the President of the Organizing Committee of the the 15th International Conference of ACUUS held in St-Petersburg in September 2016.

Clément Demers, Director for the Americas (Canada) 

Clément Demers graduated in architecture (Bac.), urban planning (Master) and project management. His career includes 15 years at the City of Montréal, where he held positions such as Deputy Director of Urban Planning and Assistant Director of Housing and Urban Development. He also served for six years as Director of SIMPA (a public real estate company for architectural heritage) and six years as Senior Managing Vice-President of Société Cadev, a subsidiary of the Caisse de dépôt et placement du Québec (a public pension fund). He is currently General Manager of Quartier International de Montréal (QIM – now renamed AGIL), a non-for-profit organization in charge of a large-scale development and revitalization project in downtown Montréal, including the extension of the Indoor pedestrian network (known as the Underground City). In addition to his career, Clément Demers is also a full Professor at the Faculty of Urban Planning of the Université de Montréal, and is Head of the master’s program in Project Management for the Built Environment (MGPA).  

Dr. Priscilla Nelson, Co-Director for the Americas (USA) PNelson

Dr. Priscilla P. Nelson received her BS degree in geology from the University of Rochester (1970) and two master’s degrees in geology (Indiana University, 1976) and structural engineering (University of Oklahoma, 1979). In 1983, she received her PhD degree in geotechnical engineering from Cornell University. Dr. Priscilla Nelson is now Professor and Head of Mining Engineering at the Colorado School of Mines. She has been involved in the underground construction industry for over 35 years and has an international reputation in geological and rock engineering. Dr. Nelson has published more than 150 technical and scientific publications, and she is a Distinguished Member of the American Society of Civil Engineers (ASCE), former president of the Geo-Institute of ASCE, a lifetime member and first president and Fellow of the American Rock Mechanics Association, and Fellow of American Association for the Advancement of Science (AAAS). In 2015 she was identified as one of the 100 Global Inspirational Women in Mining (by WIM/UK). 

mooney mike

Mike A. Mooney PhD  PE , Co-Director for the Americas (USA)

Mr. Mooney received a BS in civil engineering from Washington University in St. Louis, a Mo., in civil-structural engineering from the University of California-Irvine, and a Ph.D. in civil-geotechnical engineering from Northwestern University. As a registered professional engineer, Dr. Mooney brings 18 years of academic and consulting experience in heavy civil engineering and construction to this position. His expertise lies in soft ground tunnel design and construction, ground improvement, instrumentation/monitoring of construction systems, nondestructive imaging techniques and intelligent geoconstruction processes. He has been the principal investigator for more than 30 geoconstruction-related research projects and has authored more than 100 technical publications. Professor Mooney teaches courses in tunnel design and construction, support of excavations/earth retaining structures, instrumentation and monitoring, nondestructive evaluation and intelligent geosystems. He advises numerous graduate and undergraduate students pursuing industry-applied research projects in UC&T. He chairs of the Underground Construction & Tunneling at the Colorado’s School of Mines.

Ville Raasakka Helsinki

Ville Raasakka, Invited Director and Chaiman of the 2020 Conference Organizing Committee (Helsinki) 

Ville Raasakka is a business area manager in Finnish Association of Civil Engineers RIL. He leads a team of commercial activities in the association and is responsible of domestic training events, international events and scientific conferences. Ville has experience of organizing international events and Scientific conferences for RIL for over ten years.

Jacques Besner,  General Manager (Canada)

Jacques Besner is a consultant in urban underground space planning. With a background in architecture and urban planning, he worked 30 years as a municipal planner at the City of Montréal and was in charge of the Underground City development. He was one of the founding member of ACUUS and its Secretary General from 1997 to 2007. In 1997, he was President of the Organizing Committee of the 7th International Conference of ACUUS in Montreal. He is now acting as the General Manager of the organization, and as such he is the Secretary of the Board.

Amy Huanqing Li ,  Manager – Services to members (Canada)


Amy obtained her Ph.D from Swiss Federal Institute of Technology in Lausanne (EPFL) in 2013, with the thesis titled "Integrated Strategy for Sustainable Underground Urbanization", based on Deep City China project. She published three research papers on Journal of Tunneling and Underground Space Technology and has participated to numbers of international conferences in the field of urban planning. Her post-doctoral training focused on human-centric underground space design in Singapore. She joined ACUUS Secretariat from 2014 and is in charge of the eNewsletter.
